2021 Legislative Agenda (119th Congress)

In order to effectively stand up for human rights abroad, we must ensure that human rights are protected here in the United States.

Recent efforts to threaten voting rights and to discriminate against persons based on sexual orientation and gender identity threaten domestic human rights and undermine U.S. efforts to promote human rights globally.

World Without Genocide has identified important federal legislation that would protect equal access to human rights in the US. Both bills have been passed by the House of Representatives and similar versions are pending in the Senate.


H.R.1: For the People Act of 2021

  • Sponsor: Rep. Sarbanes, John P. [D-MD]
  • Summary: This Act would expand voter registration and voting access by putting in place measures to curb jerrymandering, unlawful purging of voter registrations, and other discriminatory voter laws. The bill also sets forth provisions to enhance election security and promote transparency around campaign financing.
  • Latest Action: 03/03/2021 Passed in the House of Representatives by a vote of 220-210. 03/11/2021 received by the Senate.

H.R.5: Equality Act

  • Sponsor: Rep. Cicilline, David. [D-RI]
  • Summary: This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation.
  • Latest Action: 02/25/2021 Passed in the House of Representatives by a vote of 224-206. 03/17/2021 received by the Senate and referred to the Committee on the Judiciary.
